Born in the family of an engineer in Novara in 1791. For reasons of a political nature, in 1823, was under threat of arrest and at the age of 32 was forced to leave Italy. Moved to Switzerland, then to England and finally to Argentina. He returned to Europe at the age of 44, first to Corfu, then to Pisa. At the age of 57 participated in The First Italian War of Independence, was the commander of militias of the University of Pisa. In Pisa for 29 years before Clausius received the Clausius–Mossotti law. For a year before his death he became a Senator of the Kingdom of Italy. He died in Pisa, Italy at the age of 71 years in 1863.
